City leaders held a press conference in the Warehouse District Friday morning to announce the signing of a memorandum in regards to the quality of life in the area.

The 21-point memo was put together after meetings between local leaders, businesses and the U.S. Department of Justice to discuss problems, including racial tensions and altercations between police and bar patrons, in the West 6th area last summer.

By signing the memo, the groups agreed to follow new practices in the future.

Some of the points in the memo include stopping under-21 nights and college ID nights, and the establishment of dress codes in a non-offensive way.

Businesses agreed to post a "non-discrimination" clause in the form of a placard that declares that accommodations shall be made available to all patrons.

Officials also agreed that police will patrol the outside areas, and bar owners will handle the security inside. Police and bar security also want to establish the same radio system to improve communication.

As part of the plan, business owners and the justice department will meet every three months to address issues that arise.
